「ICTによる生産性向上戦略（案）」に対する意見募集(総務省)

こんにちは、五十嵐智です。総務省から「ICTによる生産性向上戦略（案）」に対する意見募集が始まっています。意見募集の〆切は2008年5月31日17:00となっています。

各企業にとって、競争要因にならない共通部分を整備し、労働人口減少に対応して生産性を高め、国際競争力を高めようという主旨のようです。

◎ASP・SaaSの活用（最重要）
１．認知度の向上－公益法人認定の活用、白書作成、成功事例の公表等
２．行政や医療等における徹底活用－認定に分類を設定、活用方策の提示等
３．世界最先端のASP・SaaS市場の整備
①次世代ネットワーク（NGN）の認証・課金機能の公正競争確保
（外資系事業者の参入も促進し、我が国ASP・SaaS市場をウィンブルドン化）
②企業の国内拠点と海外拠点をつなぐASP・SaaSのグローバル需要の喚起
③事業立上げ期のASP・SaaS事業者支援

○企業ディレクトリの整備
１．電話番号を基にネット上の企業台帳（「企業ディレクトリ」）を整備、以下を実現。
①業種業界横断で利用できる企業ディレクトリ
②企業ディレクトリによる複数の企業システムの相互連携の一元的な媒介
③多重入力の手間の省略
④多くのID・パスワード管理を不要とするシングル・サイン・オン
２．2010年度の実用化を目指し、2008年度から「ユビキタス特区」事業で開発・実証に着手
３．国際標準化されている電話番号を基に、企業ディレクトリをアジア等にも展開

○場所コードの構築－実社会の企業活動をネットワーク上で可視化
１．物流、資産管理、移動支援、広告など、場所の把握が生産性向上に寄与すると期待される業務分野において、場所の利用者のニーズに応じた「場所コード」を新たに構築
ー郵便番号や住所だけで特定できない、公共空間や施設内の場所を特定
２．2008年度から推進する「ユビキタス特区」事業でメリットを可視化
３．国際標準化に向けた取組みを推進

生産性向上と聞いて、厚生労働省ではなく、なぜ総務省なのか、と疑問に思っていましたが、情報通信審議会の一環として、「ユビキタス」が一つのキーワードになっているのですね。SaaS、ASPは経済産業省の範疇かと思っていましたが、総務省で推進していくようです。

＞SaaS、ASP ... 総務省で推進
えぇぇ意外な。NGN を絡めて総務省管轄でガッツリやりたいからということかぁ。

総務省情報通信審議会はまず 6/2 のダビング10 に注力すべきなのではないかなぁ。
個人的にはダビング10 もやめてほしいですが。

この「ICTによる生産性向上戦略（案）」を、ざっと見てみましたが、「世の中、そんなあまいもんやおへんでぇー」というのが私の感想です。

というのはさておき、この中にでてくる「企業ディレクトリ」という言葉は、寡聞ながら知りませんでした。(ちょっとググッてみたところ、1万件以上ヒットしますね。)

この資料中の「各省庁の発行している企業コードの例にあげられているものだけでも、12種類もあって、その中には「社会保険事業所整理記号、事業所番号」などは7159万件もあります。この数字からして、当然、重複とか、無効なものも混ざっているでしょう。まずは、お国のコードの整理から初めて欲しいものですが、まあ、100年かかかっても無理でしょう。

やはり、当分は、お金を出して帝国データバンクから買うのが、一番信用できる企業ディレクトリという状況が続く気がします。(泣)

「世の中、そんなあまいもんやおへんでぇー」なので、政策で国が率先してやらないとできないもの、ということだと思っています。夢物語にどこまで近づけるか、実現できるかが肝心なところです。

「企業ディレクトリ」は単純にイエローページのようなものだと思っています。

私は「場所コードの構築－実社会の企業活動をネットワーク上で可視化」の方に興味がありますねぇ。
