教職員からの情報流出が止まらない

こんにちは、五十嵐智です。各地で先生などの教職員のPCから情報が漏えいする事件がおきているようです。

これらの問題は、二つの面から解決を図る必要があります。

一つ目は個人PCの使用という面から、もうひとつは教職員の労働環境の面から。

まず、目先でできることと言えば、個人持ち出しのPCで仕事をやめることです。警察や自衛隊の個人持ち出しPCでの情報流出でもそうでしたが、やはり、業務をやる環境に個人の持ち出しがあってはいけません。教職員に必要なPCを与えるように整備すべきです。まずは、業務用のPCと個人のPCを明確に分ける。ここからです。

次に、これが厄介なのですが、労働環境の改善です。先生という仕事は、生徒と向き合う時間が多く、そのために次の日の準備や生徒の評価、事務処理といった仕事を定時の業務時間以外の時間にやらざるを得ないのが現状のようです。これを改善しなければなりません。

一人の教師が準備や事務処理に費やす時間と、生徒に向き合う、いわゆる授業の時間との比を明確にして、労働時間をきちんと算出する必要があります。その上で、例えば、一日の授業を担当する時間を今の半分にするなどの対策が必要になります。授業の担当時間が半分になるということは、逆から見れば、教師の数を単純に考えて倍にする必要があります。

ここにもまた問題が発生します。教師の数を増やせば、人件費を増やさなければなりません。そして、教師の数を増やすためには大学などの教師養成機関の数も増やし、教師の卵を増やす必要があります。

つまり、根っこから改善しようとすると、国全体の問題として捉えなければなりません。人件費の予算は単純に倍増し、大学の教育学部の整備などを進め、ここでも費用を必要とします。税金の投入は不可避です。そこをどのようにして捻出していくか、それが問題です。道路の建設費用も大切ですが、もっと教育関連に大きな予算を投入してもよいと思います。

教育の質の向上、少子化への対応、教師へのなり手の増加推進、情報セキュリティ教育のカリキュラム化、などなど、文部科学省に政策を根本から考えて欲しい問題はたくさんあります。

そうした問題をクリアして、初めて、教職員からの情報漏えいが止まるのではないでしょうか。小手先の対策では決して解決しない問題だと思います。

余談ですが、学校に情報セキュリティの専門家やネットワークの専門家がいないというのも問題を引き起こすひとつの原因だと思います。学校単位、あるいは地区単位で学校を法人として捉えた時の CIO/CSO/CISO を置くということを是非とも検討して欲しいと思います。
